I have seen these in several pictures of peoples vans. I assume it is a cover for the heater lines but wanted to check.

Did all vans come with this when new? Or did it come only with certain interiors?

Every van I have ever seen has that. It is a simple little (worthless) shelf that covers the heater hoses.

It is a cover for the heater hose.It is part number D4UZ18C267-A.I don't show it being part of any option. It may have came with the passenger seat option to stop people from kicking it.

That makes sense. Thanks for the info and the part number. I assume someone probably changed the heater hoses on mine and never put the piece back. I need to start looking for one.
