I told Brian that I would post pictures of my 74's instrument cluster that I fixed the plexiglass window in. These pictures show how it looked before and after fixing the window. I also repainted the bezel with some satin black paint, and then redid the original chrome accents with some aluminum "foil" tape. I was going to use chrome pinstripping tape, but I found that the aluminum foil type of tape was easier to work with. I like the look of it better too. It makes it look a little bit aged.
Total cost:
$2.00 for a piece of 1/8" plexiglass (about 24"x24" so I had extra)
$2.00 for paint
and I already had the foil tape.
If you decide to do this "fixer-up", this is all there is to it.
1. remove the screws that hold the bezel to the gauge cluster.
2. remove the old plexiglass window.
3. trace the approximate size onto your sheet of new plexiglass.
4. cut the notches that hold the window from moving (you'll see them on the old window)
5. place the new window on the bezel and screw the gauge cluster to the bezel.
Tighten the screws slowly so you don't strip them. The new plexiglass will bend into shape as you snug the screws down... Here's my cluster... before and after

On the back of my cluster, where the little lights go in, there was a slight buildup of corrosion on the contacts. Might be the problem that's causing your flickering lights.

Roger, you are the Man. My plexi is faded very badly and my illumination is coming from just two bulbs. I'm going after the repair. Thanks.

Another option for cleaning up the plexiglass without replacing it is cleaning it with plastic window cleaner and then polishing it with a product called Flitz polish or one of the polishes used to clean head light covers. Both items can be purchased from a good automotive parts or paint store. I prefer the Flitz and it really cleans up the old plexiglass. John
